Pillars of NCA
1. Conducive Environment for Operations
The National Communication Authority is very deliberate about creating a conducive environment for operations for all stakeholders in the telecommunications industry in South Sudan. Said stakeholders include: existing, potential licensees and investors, consumers of telecommunications services, public, civil society and government Institutions.
Set targets include:
- Reviewing the National Communications Act of 2012 to facilitate a conducive environment for operations.
- Facilitating the review of the Communications Sector policy of 2012.
- Supporting development and implementation of a National Broadband Strategy.
- Nurturing strategic public and private partnerships (PPP).
- Promoting environmentally sustainable telecommunication development.
- Fostering thorough and reliable research, development and innovation.
- Promoting consumer and public engagement, in addition to awareness and empowerment through availability of trustworthy information.
- Encouraging regional and international cooperation in the Information, Communications and Technology sector.
2. Institutional Capacity
All concerned parties are obligated to work hand-in-hand to ensure that the National Communication Authority meets the anticipated deliverables and scores on all KPIs. The NCA’s capacity and capability will hence be determined by how effective and efficient it is in implementing and delivering on set goals and targets.
Set targets include:
- Recruitment and training of human capacity to deliver on stipulated tasks.
- Creating a conducive working environment by constructing modern office buildings in which its operations shall be overseen.
- Ensuring effective utilization of available resources in meeting NCA’s requirements.
- Establishing and enhancing internal systems and processes for smooth operation.
- Promoting corporate and environmental social responsibilities through professionally guided sensitization campaigns.
3. Infrastructure Development
The National Communication Authority shall at all times necessary foster the development and maintenance of telecommunications infrastructure for the realization of its mission and vision.
Set targets include:
- Facilitation of nationwide telecommunications infrastructure and service deployment.
- Facilitation of secure telecommunications systems and services.
- Ensuring quality telecommunications systems and services.
4. Market Development
The National Communication Authority shall ensure the promotion of growth, healthy competition and investment in the Information, Communications and Technology (ICT) sector with projected implementation of the following:
- Regulating the ICT market to facilitate competition.
- Devising feasible solutions to disadvantaged communities as far as access to telecommunication services is concerned.
- Facilitating and attracting investment in the ICT sector.
Objectives and Mandate
- Promote and regulate the communication sector to meet the changing demands of development and globalization.
- Encourage conducive environment favorable to promotion of communication services by ensuring free and fair competition and support of investment in this field.
- Ensure accessible, reliable and affordable communication services through use of state-of-the-art technologies in all parts of the country.
- Ensure availability, connectivity and interoperability amongst licenced communication networks.
- Ensure efficient use of Frequency Spectrum, Numbering System and other scarce communication resources in order to maximize their return.
- Promote capacity building, awareness and confidence building in the communication sector.
- Protect national security and priority interests of the Republic of South Sudan.
- Ensure compliance with international and regional agreements and resolutions in the communication sector as adopted by the Republic of South Sudan.
